     Seoul.
  Important points China advanced through 在日本清国公使 and 在北京日本臨時代理公使 [are] substantially as follows: the dispatch of Chinese soldiers was in compliance with request of Corea to protect tributary state; that Japanese Troops should not be large in number and not go into interior as their dispatch was not requested by Corea. I have refused the first proposition and added that Japan dispatched her troops in virtue of the 済物浦 convention and so doing she has followed the procedure laid down in the treaty of Tientsin. As to number of troops the Japanese Gov't are compelled to exercise their own judgment. Although no restriction is placed upon the movement of Japanese troops in Corea, they will not be sent where there presence is not deemed necessary.

      Introductions have sent to 大島 by 参謀本部 for encamping his troops at 仁川
according to your desire. What is the reason that induce you to ask for preventing entry of troops to 京城. You remember that from the beginning, more or less alarm on the part of China and Corea was fully expected. Now if the troops under 大島 will remain long at 仁川 they would probably lose opportunity to enter 京城 and if they should finally return therefrom without doing anything or going anywhere, it would be very awkward and impolitic. If there is not any serious objection is it not better to let the above troops enter 京城 without unnecessary delay. Report the reason and opinion by telegraph

    It may be necessary to leave a small detachment of troops at 仁川, but as has been stated in my telegram the morning 六月十三日 it is advisable to make entry of the main body of the troops under 大島 into Seoul, in spite of any small diplomatic complications that may arise. If Chinese troops do not proceed further than 牙山, you may offer to suppress the rebels with Japanese army as it is very desirable that peace be restored as soon as possible. In regard to further policy toward Corea, Japanese Government may be compelled to take some strong measure, about which l am in consultation with Count Ito.

        Under such situation at 全羅道 where rebels have been defeated and at 京城 where Chinese soldiers were not sent, there is not only the necessity of sending so many troops to protect our Legation and the people, but there is grave apprehension that China Russia and the other Powers suspecting attitude of Japan might send their soldiers to Corea, unless therefore present situation change so as to put us in more dangerous position, I find no good reason for entering 4,000 soldiers to 京城. I believe such act of Japanese Government is prejudicial to our foreign relations, but it is quite out of question if the Japanese Government are determined to meet all eventuality besides to attain primary object of sending troops. 在北京臨時代理公使 telegraphed me 2,000 additional Chinese soldiers will be sent to Corea but 袁世凱 assured me in regard to that telegram that they will not be sent in case Japanese soldiers will not be landed at 仁川. It is rumored here that Russian troops will be sent to Corea. Ascertain as soon as possible whether it is true.

全羅道にては暴徒敗北し、京城には清兵派遣せられず、斯かる境遇に於ては我公使館及人民保護の為め多数の兵士を派遣するの必要なきのみならず、又清国、露国、及其他諸国も日本の意向に疑を抱き、各其兵士を朝鮮国へ派出するに至るべき大虞あり。故に目下の事情変動して益々我を危険に陥れしむるの有様に至るにあらざるよりは京城に四千の兵士を進入せしむるの好理由を見ず。日本政府が斯の如き処置を施すは我外交関係に害あるものと信ず。然れども日本政府が其出兵の素志を達するの外、一切の出来事に応ずるの決心あるに於ては、右は全く論外に属す。在北京臨時代理公使より、清国は猶ほ二千の兵を朝鮮に増発すべしとの電報ありたれども、此電報に関し袁世凱は、日本兵仁川に上陸せざるに於ては右の兵は派遣せられざるべしと確言せり。当地に露国兵朝鮮に派遣せらるべしとの風説あり。至急、其真偽を探られたし。

     Seoul.
        Your reasons stated in your telegram of noon 六月十四日 are fully understood, but should present revolts be subjugated and peace restored yet some eventual occurrence that may cause troublesome complications between Japan and China could not be avoided. Under the circumstance it is decided in the Cabinet meeting that we should take decided steps to urge Chinese Government to act conjointly with us in reformation of the system of Corean Government by appointing a joint commission for this purpose. This l am going to propose to 在日本清国公使 六月十六日. This matter should be kept most secretly not only from 袁世凱 but from all the others. For arranging matter with China it is most necessary that our troops should be, under any pretence possible, kept in 京城 as long as the negotiations continue as 李鴻章 seems to be very anxious to effect the withdrawal of our troops even by withdrawing Chinese soldiers. As our reason for delay of withdrawal you may send, in a most open and public manner, some members of Legation or Consulate to places of revolts for investigations of the actual state of things. It is therefore most desirable that that investigation should be made in a delatory manner as possible and also that the reports should intentionally be prepared in unfavorable light as possible against peaceful state of things. If protection necessary you may send police with them. As to the Russia sending troops to Corea there seems to be no danger of it at present if judged from what I talked with Russian minister as well as from telegram of 在英日本公使. If Corean Government ask for withdrawal of our troops declaring that peace and order have been restored you may say that you have to wait for reports of the persons specifically sent for purpose of investigation in order to satisfy yourself and the Japanese Government.

六月十四日正午発貴電中に開陳せられたる理由は了悉せり。然れども暴徒鎮定し平和に復するも猶ほ、今後日清間に紛議を生ぜしむべき出来事あるは避くることを得ざるべし。斯かる事情あるを以て内閣会議は断然たる処置を執り、清国政府と協力して朝鮮政府の組織を改革し、此目的に対し共同委員会を任命せんことを清国に迫ることを決議せり。此事は明日、本大臣より在日本清国公使へ定義すべし。此事は極めて秘し置、袁世凱は勿論、其他何人にも洩らすべからず。清国と此事を取極むるには、其談判の継続する間は如何なる口実を用ふるも我兵を京城に留め置くこと最も必要なり。其故は、李鴻章日本兵を退去せしむることに甚だ苦心し、縦令清兵を退去せしめても其目的を遂げんと欲する如く見ゆればなり。我兵撤回遅延の理由として、閣下は最も公然にして表向きたる方法により、公使館員、若くは領事館員を実況取調として暴動の地方に派遣すべし。而して右取調は成るべく之を緩慢にし、其報告書は故さらに平和の状態に成るべく反対せる模様を含めて之を作らしむること最も望まし。若し保護の必要あらば巡査を随行せしむるも可なり。露国より朝鮮に出兵するとの事に就ては、本大臣と露国公使の談話、并に在英日本国公使の電報に由て察するときは、当分の処、其恐なきが如し。朝鮮政府より平和及秩序回復したりと称して我兵の撤去を請求するときは、日本政府初め閣下自分に於ても満足する所あらんが為め、実況取調として特に派遣したる官吏の報告を俟たざるべからずと答へ置くべし。

In spite of the above proposal you may at any time aid Corea to suppress the revolts if occasion presents itself.

   Following is strictly confidential.    With reference to our proposals relative to Corea Chinese Gov't does not seem to be inclined to entertain our suggestions. If it turns out to be so Japanese Gov't cannot withdraw from the attitude now taken unless something should be accomplished so as to satisfy ourselves as well as the feeling of the public; as we may take the advantage of this opportunity to demand to the cession of the telegraph lines between Fuzan and Seoul, the abolition of taxation upon Japanese in the interior, entire abolition of 防穀令 and the like. If the arrangement with China could not be brought to satisfactory end I may have to instruct you to take proper actions to accomplish the said object. In the meantime you will fully consider the matter and be prepared for it.
